2004 DIAMOND LEAGUE MINOR RULES

Ages:
As of August 1, 2004, players to be 8 or 9 years old. Exceptional 7 year olds by individual Town League recommendation.

Players:
No more than 15 players per team. Official team rosters with birthdays are required. A minimum of 8 players, on the official roster, is required to play a scheduled game.

Game:
6 Innings. NO Extra innings for tie games. Prior to June 1st, no new innings may start after 8:00 PM. Weekday games begin promptly at 6:00 PM. Saturday games begin promptly at 9:00 AM or 1:00 PM. Each team is allowed a 30-minute field warm up prior to the game start. Home team warm up:
1-hour prior to start of game (i.e., weeknights, 5:00 PM) Visitor team warm up: 30-minutes prior to start (i.e., weeknights, 5:30 PM)

Home Team Provides:
Safe playing field conditions, 2 League approved R.I.F.5"baseballs, bases, pitching rubber, and impartial (Trained Youth Umpire is preferred) umpire.

Inclement Weather:
Prior to game: Head coach of home team is required to call off the game by phoning the head coach of the visitor's team, and, phoning the umpire with at least 90 minutes notice prior to game start (i.e., weekends, by 4:30 PM)

After Game Start:
In the event of darkness, weather, presence of lightning, or unsafe conditions, the umpire shall terminate play. Games terminated with less than 3 full innings of play will be replayed in their entirety (as a new 6-inning game. The 1st clap of thunder, or 1st flash of lightning stops the game.

Rescheduling Games:
The head coach of the home team is responsible for rescheduling a make-up game promptly. With the exception of forfeits, all games are to be made up and played prior to June 12th. RULES OF PLAY

Fielders:
9 players in the field (8 if injury shortage-less game forfeited). Free substitution of players, except for pitchers, who cannot re-enter the game as a pitcher. ALL players must play in field for at least 3 innings of a 6-inning game. NO player may sit for more then one consecutive inning except for injury or disciplinary action.

Pitching:
Pitching rubber is 41 feet in front of home plate. Players pitch first two innings counting balls and strikes. No player/pitcher may pitch more then 3 innings per week; a week is defined as Monday through Sunday (and includes all make up games played in that same period). Note: 1 pitch = 1 inning. No balks. Intentional walks are not allowed, umpire to monitor and may call "no pitch". Coaches pitch OVERHAND during last 4 innings, counting strikes, no balls are counted when coaches pitch. No balks. No intentional walks allowed.

Pitchers Safety Rule:
Pitcher will be removed if they hit 2 batters in one inning or, 3 in one game. This rule does not apply when coaches are pitching.

All-Star Game Pitching Rule:
Each pitcher in the All-Star Game shall be limited to 2-innings of pitching. These 2-innings will be independent of the 6-innings per week rule and will be allowed even if those innings exceeds the 6-inning weekly limitation rule.

Batting:
Entire team will bat in succession. If a player bats out of order, that player is called out after a pitch has been thrown. After lineup has been submitted, late arriving players will bat at the bottom of the lineup.
Play stops after the 9th batter in one inning. Play stops after the 6th run scored in one inning.
No throwing the bat after hitting ball. Umpires will a give a warning. If player persists, umpire can call player out.
No on-deck batters allowed, no swinging bats on deck. No bunting, No half swings.

Base Running:
NO leaving base until pitch reaches home plate. If early, player will be s ent back. Runner is out if a batted ball hits the runner.

OverThrows:
On any over throw to 1st base or 3rd base, that ends up in foul territory, there is NO advancement of base runners. On overthrows to home plate, if a ball reaches the backstop, play stops. Upon stoppage of play runners will be rewarded next base if they are mote than ½ way advanced toward that base otherwise runner(s) must return to previous base.

Sliding Rule:
On tag or force plays at 2nd, 3rd base, when contact with a fielder is possible, base runner must slide. Failure to slide will result in runner being called out. Attempt to injure will result in an out, and player rejection.

Sliding Rule at Home Plate:
On a play at home the following rules will apply:
1) If there is no play at home plate, or if in the judgment of the umpire, the runner beats the play to the plate, prior to the ball reaching the plate, the runner does not have to slide into home plate.
2) If there is a play at the plate AND the catcher is within 3 feet of the plate, the runner must slide in order to avoid a collision.
3) If the catcher is positioned more than 3 feet away from the plate, and if because of this positioning the runner is denied access to home plate without a collision, the catcher shall be deemed in direct interference with the runner and the runner will be given home plate even if the runner has to run out of the base path to avoid a collision with the catcher.
4) If, as in the above, a catcher's interference is called, play is stopped and runners are given the next base if they are further than ½ way to that base. Otherwise runners must return to their previous base.

Stealing:
There is NO stealing.

Passed (Pitched) Balls:
There is no advancement on passed balls.

Play Stops:
Play is halted when ball is in control by a player within six foot radius of the pitching rubber, and runners in motion get the next intended base if the runner is more than ½ way their, otherwise runner(s) must return to their previous base.

Tagging Up:
Tagging up is allowed

Bunting:
Bunting is not allowed

Infield Fly Rule:
There is NO infield fly rule.

9TH Batter Rule:
On the 9th batter, play will be halted when final out is recorded, or when ball is in control by a player at the pitcher's mound. If runner(s) have rounded 3rd base prior to the ball retching the mound, then a play at home plate may be made in order to prevent runs. Runner does not have to be more than ½ way home in order to continue. This rule is only in effect when the 9th batter is at the plate, otherwise ½ way rule still apply.

Runner Interference:
Base runners must not interfere with players fielding the ball, or they will be called out.

Infield Defensive Player Positions:
Offensive coaches, (coaches of the team at bat), shall not instruct defensive players where they may or may not stand.

Playoffs:
once the playoff schedules are distributed, no playoff game may be rescheduled without the approval of the Diamond League Board. Failure to request a change of date for any playoff game will result in a forfeit of the game for the respective team. General Rules

Applicable Little League rules will apply except for those stated above.

Players are to be in uniforms as presented by town. No spikes are allowed. Rubber cleats are OK. Coaches may coach base paths.

All games shall employ the use of an impartial umpire. Patched umpires are strongly suggested although not required. Home team is responsible for providing an umpire. The umpire call is considered final.

Parental Concern:
Philosophical differences generated by any parent(s) are to be handled by the Town Commissioning or Governing Board.

Conflicts, Protests, and Rule Violations: Improper conduct by coaches or players, and all other such manners, are to be brought to the Diamond League Board of Commissioners for resolution.

All players must be a resident within the town they play for, except as allowed (in writing) by the Diamond League Board of Commissioners.

Coaches are responsible for providing a positive environment for the game including controlling players/parents, who may become verbal or disruptive. Coaches shall promote and enforce proper sportsmanship. Player comments are restricted to positive reinforcement only; no "taunting" of the opposition will be allowed.

No one except eligible players in uniform, a manager and not more than two coaches shall occupy the bench or dugout. When batters or base runners are retired, they must return to the bench or dugout at once. Batboys and/or batgirls are not permitted.

When a manager, coach, or player is ejected from a game, they shall leave the field immediately and take no further part in the game. They may not sit in the stands and may not be recalled.

Protest shall be considered only when based in the violation or interpretation of a playing rule, the use of an ineligible pitcher or the use of an ineligible player. No protest shall be considered on a decision involving an umpire's judgment.

If the umpire is convinced that the decision is in conflict with the rules, the umpire shall reverse that decision.

Bunting foul on a third strike is an out.

The batter is entitled to first base when the batter is touched by a pitched ball, which the batter is not attempting to hit. Unless, the ball is in the strike zone, when it touches the batter or the batter makes no attempt to avoid being touched by the ball.

A runner who is adjudged to have hindered a fielder who is attempting to make a play on a batted ball is out, whether it was intentional or not.

If a base is dislodged from its position during a play, any following runner on the same play shall be considered as touching or occupying the base if, in the umpires judgment, that runner touches or occupies the dislodged bag, or the point marked by the original location of the dislodged bag.

If in the judgment of the umpire, the base coach at third base, or first base, by touching holding the runner, physically assists that runner in returning to or leaving third base or first base the runner is out and the ball is dead.

When the third out is made by a force play or a fly ball catch, no runs score that play. When the third out is made buy a non-force play, all runs scored before the out was called will count
